<br />Completeness Comments -2- <br />Mine Facilities - Rule 2.05.3(3) <br />1. Storm King has not submitted road drainage ditch designs or supporting <br />/calculations to show that the ditches are capable of passing the 10-year, <br />v 24-hour peak flow while maintaining a minimum of 0.3 feet of freeboard. In <br />addition, supporting calculations for all road and loadout area railroad <br />culverts must be submitted. <br />~ 2. The application does not contain a description of the fan facility. A <br />description meeting the requirements of Rule 2.05.3(3) and the location(s) of <br />any fan(s) on the appropriate map must be incorporated into the permit <br />application. <br />3. The application contains no description of light-use roads. Light-use <br />~ roads will evidently be constructed along the coal slurry pipeline, the <br />make-up water pipeline, to monitoring stations, and to other facilities. <br />A description and appropriate maps meeting the requirements of Rule 4.03.3 <br />must be Incorporated into the permit. <br />4. The application contains no description or reclamation plan for that <br />portion of the rail system directly associated with the loadout. A discussion <br />meeting the requirements of Rule 2.05.3(3)(c) must be incorporated into the <br />permit application. <br />Ponds. Impoundments, and Diversions - Rule 2.05.3(4) <br />1. The application contains only a brief description of the slurry holding <br />ponds. A discussion with appropriate maps and cross-sections meeting the <br />requirements of Rules 2.05.3(4) and 4.05.9 must be Incorporated in the <br />application. <br />2. The application contains only a summary of the design methods for sizing <br />the sediment ponds and drainage ditches and associated culverts. In order for <br />the Division to confirm that the assumptions used to design these facilities <br />are correct, Storm King must incorporate all supporting calculations into the <br />permit application. <br />Topsoil - Rule 2.05.3(5) <br />/1. The locations of soil sampling sites, and topsoil stockpiles, and soil <br />salvage depths for each soil type are not shown on the soils map. This <br />information must be incorporated Into the permit application. <br />Overburden - Rule 2.05.3(6) <br />/ 1. The application fails to present a complete description of overburden <br />movement Involved in the development of the numerous surface facilities at the <br />mine. In order to prepare acceptable bonding calculations the applicant will <br />need to provide a narrative and tabular description of earthwork quantities <br />and material movement and storage schemes. <br />
