Portions of the Yoast permit <br />responses Including vegetation, AVF and PHC are still being reviewed by the Division. Any <br />additional comments will be submitted to you as soon as possible. <br />"Cab 3 <br />8. As part of the response [o [his item, SCC stated that Hayden Gulch Terminal, Inc. <br />(HGTI) holds an easement for Tract 92, and was conveying that easement to SCC. <br />-~ Please provide details regarding the easement, specifically the document type, date of <br />execution, and what rights are claimed. Please also provide proof of the conveyance to <br />SCC which has been signed by an officer of HGTI. <br />pk,10. CDMG has not received documentation from BLM regarding cultural resources. Please <br />submit this documentation to the Division as soon as n becomes available. <br />pX., 11. The Division has contacted the State Historic Preservation Officer (SHPO) requesting <br />approval of the mining operation. No response has been received, but the Division will <br />inform SCC of the status of SHPO approval when it hecomes available. <br />Tab 6 <br />16. This concern has been adequately addressed. Revised pages 23 and 24 of Tab 21 now <br />indicate minimum topsoil replacemen[ depths of 1.0 and 0.5 feet on regraded spoil and <br />(LP2~ undisturbed subsoil, respectfully. They also indicate average replacement depths of 1.8 <br />6{'- and 1.1 feet on these same areas. <br />Page 24 of Tab 21 references a publication by Pfannenstiel and Wendt which indicates <br />shrub establishment on reclaimed areas may be enhanced by replacing lesser thicknesses <br />of topsoil.
