Northfield Permit Application
Preliminary Adequacy Review
Canada Lynx Lynx canadensis
Mexican Spotted Owl Strix occidentalis
This list is from:
http://mountain-prairie.fws. Qov/endspp/CountyLists/COLORADO.htm
November 9, 2006
3
T
T
The Colorado list of threatened/endangered species is found at:
http://wildlifestate.co.us/W ildlifeSpecies/SpeciesOfConcern/ThreatenedEndaneeredLisU
ListOfI'hreatenedAndEndaneeredSpecies.htm
The potential for impacts to plant and animal species that may occur, or have habitat,
neaz the mine site and that aze listed ands as threatened/endangered on the Federal and
State lists and as a candidate species on the Federal list must be evaluated in accordance
with Rule 2.05.6(2)(a)(iii) in the permit application. Each of the species listed for
Fremont County must be addressed.
Rule 4.15 - Revegetation
11. On page 2.05.4-10, NP has committed to vegetation monitoring in year 3 after reseeding.
Few details were provided describing the scope of the proposed monitoring. Generally,
for the year 3 monitoring, only cover data is collected using techniques similaz to what
was used for the baseline survey. Please provide additional detail regarding the
parameter(s) to be collected in year 3 and the techniques to be used.
12. NP states that Year 9 and 10 monitoring will be conducted in accordance with the
sampling methods and statistical demonstrations set forth in Rule 4.15.11. Rule 4.15.11
offers several options. Please describe which sampling methods and statistical
demonstrations will be used.
13. In the monitoring paragraph on page 2.05.4-10, NP states that monitoring will be
conducted to evaluate revegetation trends and to determine necessary augmentation plans
such as interseeding. Please note that the approved husbandry practices are delineated in
Rule 4.15.7(5)(a)-(g). Augmented seeding is not allowed. Interseeding is allowed to
enhance species diversity if necessary based on the monitoring data. Interseeding is not
an allowable substitute for complete reseeding when vegetative cover is deficient. Please
remove or clazify the statement on augmentation and interseeding.
14. NP has presented a proposed seed mix on page 2.05.4-8 in Table 2.05.4-1. Intermediate
wheatgrass, an introduced grass species„' is the dominant seed. The Division recommends
that the Intermediate wheatgrass be replaced by a combination of native cool season
species such as: Junegrass, needle and thread grass, Sandberg bluegrass and thickspike
wheatgrass or slender wheatgrass. The NRCS also recommended (Exhibit F) that the
warm season species blue grama be included in the mix since blue grama is the primary
native species in the area. I would also suggest a couple other wane season grasses such
as: buffalograss, galleta grass and ring muhly. Please revise the seed mix at a minimum
