If Pennsylvania Coal could document this assertion with <br />empirical data such as lithological logs and competency tests of the floor, the <br />Division would consider the statements regarding floor rubbilization. Rubbilization <br />of mine floors occurs in most mines with time, due to lithostatic unloading. This <br />mine's location in a syncline within a syncline suggests that the area could have <br />many faults or stress zones resulting in weakness that could lead to rubbilization <br />within the column both above and below. <br />The Division supports Pennsylvania Gulch's initial proposal to monitor the <br />Messier Well as its proximity to the mine workings suggests that dewatering will <br />occur. <br />E. The Division recommends Pennsylvania West review the Division Guidelines for the <br />Collection of Baseline Water Quality Data and propose a monitoring plan in <br />consultation with our staff to acquire the necessary data. Parameters for <br />monitoring as well as the frequency of sampling should be included.
