l
1•
•
Mr. Jack Purdy -3- September 21 , 1992
Mr. Larson suggests that the floor below the A seam is made of an impermeable,
highly competent material. If Pennsylvania Coal could document this assertion with
empirical data such as lithological logs and competency tests of the floor, the
Division would consider the statements regarding floor rubbilization. Rubbilization
of mine floors occurs in most mines with time, due to lithostatic unloading. This
mine's location in a syncline within a syncline suggests that the area could have
many faults or stress zones resulting in weakness that could lead to rubbilization
within the column both above and below.
The Division supports Pennsylvania Gulch's initial proposal to monitor the
Messier Well as its proximity to the mine workings suggests that dewatering will
occur.
E. The Division recommends Pennsylvania West review the Division Guidelines for the
Collection of Baseline Water Quality Data and propose a monitoring plan in
consultation with our staff to acquire the necessary data. Parameters for
monitoring as well as the frequency of sampling should be included. Additionally, a
generic figure describing the completion of proposed wells should be included.
We look forward to discussing these items with you in the near future.
Sincerely,
l7ll~.~~1 ~ ~. ~ ~G~~V~.V lll.J
Harry Ranney \\
Reclamation Specialist
HR\yjb\ern
cc: Cathy Begej
Paul Baker
Greg Lewicki
M:\oss\yjb\coal.adq
