` - -. ___
~~ Margaret Winter • -2- • October 22, 1980
area. 'I'bis will be necessary to evaluate both the potential impacts
o[ the loadout, and any proposed reclamation plan.
6. You must address the requirements of the fedcrnl interim regulations for
surface and grounch~rater monitoring. Arc theie indications that shallow
groundwater may be present? If so, monitoring may he necessary.
7. The existv~ce oC al.luvtal valley floors in the permit or adjacent areas
must be addressed, at a reconnaisance level (I can provide additional
information - sec enclosed tecluiical ~nridm~ce document).
B. The proposed reclanation plan should be discussed both in terms of the
land use provisions of the federal interim regulations (715.13) and in
terms of the rccl.un:rtion plan requirements of Rule 2 of the mineral regu-
lations (1976 Act). 71iis discussion should include a consideration of
the highest and best use which can be reasonably achieved for the area
in question, and, iE the proposed postmining land use is industrial, the
probahi.lity that the area will actually be usecr fur this purpose. At a
minimcan, stabilising the area with vegetaticn will be required.
I hope this brief discussion will give you some ~ridance for the preparation of
an adequate application Cor this loadout. In addition to those items specifically
referenced in this ]et.ter, your application should address each of the require-
ments of the federal interim regulations.
Publication and notice requirements of Rule 2.2 of the mineral regulations (1976
Act) are applicable to this amendment. You may commence publication at this time.
Consideration oC the ananchnent will be tentatively scheduled Eor the December
17-]8 meeting oC the Mined I,:uu1 Iteclamntion Board. Ilowever, we cannot recommend
approval oC the amenchncnt witil.thc•additional materials requested in this letter
have been submitted.
If I may provide further clarification, please feel free to call.
S/i~e~ely ,
t 1 /
-~ ~~~~~
Carol Pahlke
Reclamation Specialist
CP:mab
