Memo to Dave Berry
Bowie No. 2 Gob Pile Laboratory Testing
page 6

analysis of the Mancos Shale. If insufficient sample exists, the material could
be resampled. In that case, the specimen should be split and tested in both
MAXIM's equipment and in a comparison laboratory.
Once an appropriate determination of the representative strength parameters of
the Mancos Shale has been completed, the Division will be able to resolve it's
original concern. If the final material shear strength parameters differ from
those originally assumed by WESTEC in completing its stability analyses of the
proposed gob pile, WESTEC's analyses will have to be repeated to demonstrate
stability of the proposed refuse disposal facility. A literature search of
reported shear strength values for the Mancos Shale will not resolve my
concern, regardless of whether it correlates with either investigator's materia
determination.
Until the material shear strength parameters used in the analysis
can be successfully verified, the Division will be unable to approve
construction of the proposed coal refuse disposal pile at the Bowie
No. 2 mine.
cc: Bill Carter
Susan McCannon
Doc: M:\COAL\JAP\Bow2Gob.Lab
JP/JP
