Memo to Dave Berry
Bowie No. 2 Gob Pile Laboratory Testing
page 4

an angle of internal friction of 12° and a cohesion of 1,100 psf.
The methods used to sample these materials and the laboratory analytical
techniques applied by MAXIM appear appropriate. The data reduction techniques
also conform with the normal analytical procedures. The laboratory shear
strength parameter values determined by MAXIM should be valid for the tested
specimens.
BRL's Comparison of WESTEC & MAXIM Material Properties
J. E. Stover & Associates has submitted a new Volume VII to the Bowie No. 2
permit application. Volume VII contains the various Geotechnical Studies
prepared and submitted to date in response to our original and supplemental
adequacy comments. Section 1 of Volume VII contains an Introduction, prepared
by J. E. Stover and Associates. The final page of Section 1 presents a tabular
comparison of the material properties determined for the various materials
encountered within the waste pile footprint.
WESTEC Material Description
#2 - Coliuvial Sandstone
#3 -Mancos Shale
#4 -Manmade Fill
WESTEC Parameters MAXIM's Parameters
Phi Cohesion (psf) Phi Cohesion (psf)
36° 0 32° 900
20° 2,000 12° 1,100
25° 150 36° 200
J. MAXIM has agreed to do a literature search in order to confirm or
dispute the material test values for the Mancos shale. BRL still maintains
