Lamm <br />Governor <br />November 21, 1983 <br />T0: Jim Herron <br />FROM: Jim Pendleton ~ 1`~`~ <br />RE: Preapplic lion M ng - Storm King Mines <br />A meeting was held Friday, November 18, 1983, in your absence, between Sam <br />Arnst, Vice President of Storm King 14ines, representatives of various <br />consultants for the applicant, and Brian Munson and myself, representing the <br />Division. This meeting was requested by Mr. Arnst. <br />The stated purpose of this meeting was to inform the Division of the status of <br />design work pertaining to the proposed coal waste disposal facility at the <br />Storm King underground coal mine. Storm King Mines is applying to the U.S. <br />Bureau of Land Management for approval to construct a coal slurry-type waste <br />disposal facility on U.S. BLM land adjoining the company's underground fee <br />coal mine proposed west of Gle maood Springs. The projected facility would <br />accommodate approximately 25 million cubic yards of coal mining refuse during <br />its 25-year projected life. <br />The applicant has several consultants participating in design tasks for the <br />proposed disposal facility. Dravo and Gibbs Hill are the main permitting <br />consultants for the project. Chen and Associates, Inc., geotechnical <br />consultants, are performing geotechnical testing and site evaluation in <br />connection with the specific design of the disposal structure. The fill's <br />geotechnical testing and design projections are scheduled to be completed by <br />Chen and Associates during the month of December. <br />The applicant presented a copy of a document entitled, "Land Use Proposal for <br />Leasing Public Lands" to the Division for our information. That document <br />comprises the necessary supporting documentation for the company's U.S. Bureau <br />of Land Management application for approval of the necessary lease for the <br />lands on which the waste disposal structure would be constructed. That <br />document is conceptual in nature, presenting a brief siting summary for the <br />proposed structure. Several references are made within the document to the <br />necessity of obtaining appropriate Mined Land Reclamation Division permits <br />prior to construction of the structure. <br />/mt <br />cc: Fred Banta <br />Brian Munson <br />Doc.
