:~. <br />+i.m. <br />~,'. <br />:,l,,. <br /> <br />Mr. Gerald Magnuson <br />April ,15, 1981 <br />Page:6. <br /> <br />(iv) the requirements that the additional <br />population will make on local <br />government service systems, with <br />primary emphasis upon the normal <br />public works of both county and <br />municipal governments, <br />(vii) the requirements on the human <br />service system, <br />(viii) the requirements imposed ugon the <br />parks and recreation system, and <br />(ix} an estimate as to the need, by type <br />and amount of housing which the new <br />population will require on a <br />community by community basis. <br />(3) A statement of the immediate impacts and <br />long term effects of mining on transportation <br />facilities within the state, including: <br />(i) the estimated transportation <br />mode(s), route(s), and frequency of <br />trips for the extracted resource, <br />(ii) contemplate3 construction of <br />transportation facilities, <br />(iii) the estimated effect of any truck <br />movements on the rate of roadway <br />pavement deterioration, on the <br />design life of the transportation <br />mode, on the level of service repair <br />and on overall safety to the <br />motoring public, and <br />(iv) a discussion of those measures which <br />can mitigate impact on those <br />transportation modes such as proper <br />signing, lighting, and design or <br />access to and from public <br />roadway(s). <br />(4) A statement of the perceived roles and <br />responsibilities of the lessee, the affected <br />local governments, and the State of Colorado, <br />relating to the technical and financial needs <br />of the affected communities. <br />
