Reclamation cost estimates for the Northern No. 1 (FF-Seam) Mine are <br />provided on Page M-12 of Volume VII. A total cost of $146,250.00 is <br />projected, but detailed engineering estimates and cost justifications are <br />not provided. On page M-12a of Volume VII, it is stated that detailed <br />estimates will be provided upon resolution of such issues as final <br />topography, topsoil depth and final drainage design. <br />2. On Page 19 of Volume XII (Adequacy Response) a total reclamation cost <br />estimate for the Northern No. 1 of $267,000.00 is provided, based on the <br />interim reclamation plan approval. Topsoilin9 costs were estimated at <br />$5.00 per cubic yard and backfilling costs were estimated at $1.57/yd3. <br />Exhibits M-1 and t4-4 of Volume VII are referenced as providing volume and <br />slope information. These exhibits are not in the application. <br />Obviously, the information provided to date does not meet the requirements <br />of Rules 2.05.4(2)(b). Detailed engineering calculations based on equipment <br />productivities, material volumes, job factors and rental rates~`rsequired. <br />Apparently reclamation cross sections for Nothern No. 1 which would provide <br />a basis for cost calculations, were withdrawn prior to resubmittal in <br />October, 1982. <br />Rienau No. 2 Mine Increased Production Modification <br />1. Updated operation and reclamation plans for the Rienau No. 2 are contained <br />in a Volume which Northern intended to submit in April, 1981. The Volume is <br />not on file at the Division, and there is no record of its receipt. Comments <br />in the adequacy letter of June, 1981, indicate that the Volume was never <br />reviewed by the Division. <br />OSM records indicate that one copy of the Volume of concern was submitted to <br />their office in April, 1981. It is the public display copy and thus, is not <br />available for our review.
