The Rockcastle Company proposes to drill three wells in backfilled areas <br /> and monitor the level of water as well as water quality from these three <br /> wells. It can be conclusively stated that, by definition of Congress, no alluvial <br />valley floor exists within the limits of the mining permit. The bed of <br />,~rassy Creek rests on "upland areas which are generally overlain by a <br />~ thin veneer of colluvial deposits composed chiefly of debris from sheet <br />' ~v"k, ~ <br />erosions, deposits by unconventional runoff or slope wash, together with <br />talus, other mass movement accumulation" (PL 95-87m 701(1)). <br /> Our previous permit work addressed tfie possibility of a 20 acre tract, <br /> along Grassy Creek outside of the permit area and west of the County <br /> Road, as being an alluvial floc r. From our research we do not find <br />' it to ever have beer irrigated; nor do we find any similar area on Grassy <br /> Creek downstream to its confluence with the Yampa River to ever have been <br />' irrigated. In the prior work done for this permit, a comparative examin- <br /> ation for irrigation/non-irrigation practices was made along Fish and <br /> Sage Creeks. These creeks are somewhat similar (they are slightly larger <br />d h <br />i <br /> an <br />gation <br />ave more constant flow) and are representative of regional irr <br /> practices.
