other possiule surface water erfects t'nat should be included in one
ciscussiun of probably i~yu~uloyic c^~sequences are: 1) potential adverse
effects from the waste rock pile aei:ending on the generation anr, discharge
of leac'nate, 'L) potential effects of subsidence on irrigation ditc'nes in
sig liritto~n, ano s) potential effects of subsidence upon the Yampa kiv~r
ano :Villiams Fork River (flow depletion and effects resulting from changes
in gradient). The permit application roust clearly snow where extraction
will be limited and tide buffer zones. Empire Energy Corporation's
discussion of probaule hydrologic crnsequences must consider each of those.
STIPULATIOIVS -
These crncerns could be stipulated as conditions Co t'ne per~ait.
Jectiun n.3.~ of thu I+crai,t applie~alinn dcscrihcs thu applicariL's Irrupu~>ud
surface water raonitoriny pruyrani. Lnpire Lueryy Corporation wiil nwir, tor
stream flow at four locations. N cr.~ntinuous recorder vrill be used at the
lo~.ver Willia~us Fork station, and stair gages will b~ used at the other
sites. Staff gages will be read wee a y or ,nonthly depending upon the time
of year. The proposed water quality monitoring of the Yampa and 'Williams
Furi< stations consists of monthly measurements of temperature, pH, and
eLactrical conductivity. on a quarterly basis, TuS, TSS, pN, total
rycovern~le iron and total recoverable manganese would also ire analyzed.
Empire Energy Corporatior~'s twenty-three discharye points ~.vill oe
monitored according to fVPULS permit requirements.
:n order to verify the applicant's analysis of the probable tydroloyic
consequences of thy proposed mining operatior~, and to ensure that the
dovrnstrea~n hydrologic Jalance is nrt adversely affected, the applicant
joust mouify the proposed monitoring program to include the folio+ring:
(a). The discharye rate at the IVO. 5 and No. 9 mine water discharye
points shall he monitored on a continuous basis. Water quality
at these points shy ll be monitored weekly for electrical
conductivity, pH, and temperature. On a monthly basis, TOS,
TSS, effluent limitations, and those items for which receiving
stream standards have been estaolished shall be monitored.
(b). The discharye from pond hli<-Pl shall b~ monitored for TUS, TSS,
pH, electrical conductivity, temperature, effluent limitations,
and those items for which receiving stream standards nave been
estaolished. (This pond receives drainage from the vr.ste rack
pile.)
(c). tmoire Energy Corporation shall suu~nit the results of all its
Hydrologic :nonrtorir~y, including iVPUcS monitoring, to the
L'ivision on a quarterly basis.
io). Jn a.~ annual oasis, the applicant shall submit a cor,,prel, ensive
hydrologic monitoring report which includes an analysis of the
_year's surface and ground water monitoring results, a projection
of effects anticipated, and a description of any mitigative
measures the applicant is taking or will take to minimize
impacts to the quantity and quality of surface and y,°ounu maters
