-i
h'.+.;a.i_JG!: u~L;~i~;l;~ - IIULLJ t.U4.5, ~.U4.7, 2.05.3 and 2.u5.ul.;)
h.<:TICAL CUWCEkWS -
All items listed in this seeCion are criCiCal concerns that must ue
arJdressed uefure a permit is issued.
H. Sur,Face 4later
The pera~it application identifies tv+o important surface water bodies, the
Yampa Kiver and the ldilliauis Fork River, within the proposed ,,ermit and
arldacent areas. The Flow data used 'in Section 3.5 Co duscribd ;e,soual
v,irioCiuns in water yu ar~LiCy at Uic ~n ine site 'is ubLaincJ Ircun IJ.J.I~. ~.
y«yiny stations on the Willia~us Fork and Ya:upa Itivcrs. All uF the gaging
stations used are located twenty miles ur more from the permit area. Tnis
Bala does :rot accurately describe existing Fluw conditions aC Che ~i:ine
site. Site-speciFic data is available. t:mpire Lneryy Corporation
indicates there is an existing stream gage under the haul road for the
mine, on the Williams Fork kiver. In addition, the permit application
indicates Chat three -uJdiCiunal staff gages would be installed un the
Aill~an~s Fork and Yampa rivers rluriny the sum~uer of 1932. These gages
have been installed and data has been gathered. Therefore, the applicant
should rewrite Section 3.5.1, Surface Water Quantity, using the flow data
collected on or near the mine site to describe the seasonal ear^iations iri
flow of the Yampa and Williams Fork :fivers.
The surface water quality data used to describe water quality in the
permit application was outair:ed from a U.S.G.S. study of a;ater quality in
the 'fa~npa and 4lillia~ns Fork kivers. Two of the sampling sites visited in
1975 are reportedly in the vicinity of the mine. (Since the referenced
snap, hiap III-L, is not included in the permit application, the exact
location of these n:onitorimy sites is not known.) Additional data ~:;as
detained through 197. The data provided in the per;nit application is
limited to specific conductance, TUS, TSS, pH, total and dissolved iron,
and total manganese. Data describing the concentrations of major ions,
minor ions, and trace metals have act been provided. The information used
in the amended application is insufficient to fully characterize the Hater
quality of the Yarnpa kiver or the ''+lillia;ns Fork kiver. Since the mine
disc ha ryes water from the underground workings to the lilliams Fork River,
which flows into the Yampa Kiver, it is necessary tc fully cnaracterize
water quality in these sCrcains. Site ;pee ific data is available From the
applicant's own surface water ~nunituriny proyrani. Appendix IiI-12 of the
pennit application contains ~.vater Duality data for- tv;o Stations or: the
Yampa River and two station, en the ':±illiams Fork xiver, This data ::a
cuilecteC over a two-year peridrJ and includes analyses of major ions,
~~rinur ions and trace metals. empire Energy Corporation must rev;rite the
surface :eater quality section (Section 3.5. L) to incorporate the data fro:a
the appiicant's own monitorir~y program to accurately describe the seasonal
FlactuaLions in water quality within the proposed permit and aujacent
dl'l'd5.
