In an effort to ensure that each issue <br />has been addressed, we prepared a text containing only resp nses to the <br />issues listed. We know that each response must eventuall;~ e integrated <br />into the permit document. As soon as we have a reading fro your office <br />as to the adequacy of the responses, we will re-write appro riate sec- <br />tions of the permit to substitute into the permit document. <br />The enclosed text is divided into four parts: hydrology, ve etation, <br />engineering, and general issues. The issues in your letter have been <br />divided into these four parts for appropriate response. Th issues are <br />presented at the beginning of each part followed in order by responses <br />to each issue listed. I <br />We hope you can easily follow the format of the enclosure a~d agree that <br />each issue has been addressed.
