This standard must be based upon a <br />recommendation from the surface land owners and Division of Wildlife, and must <br />include the findings of the technical references/sources used to establish <br />this standard. <br />15. Within 6 months after permit issuance, Colorado Westmoreland, Inc., in <br />consultation with Regulatory Authority, shall develop mutually acceptable <br />success criteria for species diversity on reclaimed areas. <br />16. Following stockpiling, topsoil stockpiles that will not be redistributed <br />for five or more years shall be seeded with the proposed permanent seed mix <br />(excluding shrubs and trees) and not the temporary seed mix. <br />17. Colorado Westmoreland, Inc. is directed to complete Phase II of the geo- <br />technical and stability analyses of its surface facilities area at the Orchard <br />Valley Mine, as outlined in the various Letters of proposal Erom Merrick 6 <br />Company and Geohydro Consultants included in Volume 10 of the amended applica- <br />tion. Phase II represents a more detailed investigation into potentially cri- <br />tical areas of the site delineated during Phase I of the analysis, including <br />the diversion ditch above the mine facilities, the report of which is con- <br />tained in Volume 10 of the application. The scope of Phase II of the analyses <br />shall include test drilling and excavation of test pits, the installation of <br />appropriate monitoring wells, the performance of various soils and chemical <br />tests, and the performance of a series of stability analyses dealing with the <br />existing facility configurations, proposed reclaimed configurations and with <br />the proposed coal processing waste disposal pile. This analysis shall be com- <br />pleted and a report summarizing the results and methodology thereof submitted <br />to the Regulatory Authority Eor review by December 31, 1981. <br />18. Colorado Westmoreland, Inc. is directed to complete Phase III of the sta- <br />bility analysis and redesign of the final reclaimed configuration of the sur- <br />face facility area of the Orchard Valley Mine, as described in the various <br />Letters of proposal from Merrick fi Company and Geohydro Consultants included <br />in Volume 10 of the amended application. The scope of Phase III shall include <br />the utilization of the findings and recommendations of Phase II to complete <br />specific engineering redesign and amendment of the final reclaimed configura- <br />
