Brian Munson
-4- November 17, 1981
rights acquisition by providing a dewatering device, capable of dewatering
the ponds within 36 hours after filling =fAfter re-estimating sediment yields
gives a sediment storage volume over 2 AF;"water storage rights must be
obtained for these structures.
To reiterate the requirements the Division imposes on The Rockcastle Company:
1) Provide substantiated estimates of sediment yield and design
the ponds to store three years of sediment yield;
2) Provide dewatering devices in each of the ponds which give a
detention time between 24 and 36 hours; and
3) Obtain water storage rights for any pond which exceeds 2 AF dead
storage.
One other item of concern is the statement on page III-28 that the embankment
foundation will be sloped to 1:1. It is not possible to construct a 2:1
embankment on such a foundation and any foundation slope approaching this
value would be extremely unstable. TRC must explain this apparent discrepancy.
/mt
