Box E, Paonia, Colorado B142B ~ 303-527-4135
April 26, 1978
Mr. Dean Massey
Reclamation Specialist
Mined Land Reclamation Board
723 Centennial Building
1313 Sherman Street
Denver, Colorado 80203
Re: Permit Application 77-353
Dear Mr. Massey:
This letter is in response to certain questions which
were raised about our mine plan at our meeting on April 18,
1978. I will try to treat each of the topics which you
brought up at the meeting and cover them as thoroughly as
possible. The order of discussion here relates primarily
to the order of discussion in our meeting, as reflected
by my notes.
1. You expressed some concern about the mine waste
dump. Three specific items seemed to need further
clarification; the composition of the waste material;
the commitments by CWI to analyze the material; and
the structure of the embankments. As we have discussed
earlier, this waste area will consist of rock and other
material resulting from the mining operation. The
question of chemical content of this material has come
up several times and our response has been that generally
we do not anticipate any leaching problems (i.e. toxic).
As we have pointed out, we have not actually analyzed
any material which will be put into the waste dump. However,
CWI will regularly test this material for any chemical
constituents which may adversely affect water quality
in the area. We also intend to build the sediment retention
dams large enough to hold a run-off event in excess of that
event which must be contained according to federal law.
• ~
61Q IA RY QF
IM URELGNQt '
LUMRM,I ~ i~ .~ L~ 1 v .~ ~idl. ~.
