Dept. of Natural Resources
Per David Shelton's letter of March 6, 1984, The Rockcastle Company is required
to submit two plans: an interim plan for dewatering Pond 1 at appropriate inter-
vals and a long range plan for Pond 1. The plans are given below:
Interim Plan: To prevent possible overtopping at Pond 1, The Rockcastle Company
will position a 2" (or larger) portable pump at Pond 1 as soon as the pond is
accessible. The pond will be discharged directly to Grassy Creek. Water qual-
ity samples will be taken to document the quality of water being discharged.
The pond will be checked daily and pumped on an as-needed basis to maintain the
water level 4' or more below the top of the pond.
Long Term Plan: About July 1, 19$4, The Rockcastle Company will conduct a vege-
tation cover survey to determine percent cover at Pit 1. Sampling procedures
outlined in the permit application will be used. By August 1, The Rockcastle
Company will submit results of the vegetation cover survey and sediment genera-
tion and runoff calculations to the Division. 4Jater quality and quantity (quan-
tity when measureable) will be determined for inflow and discharge at Pond 1.
Samples of runoff from adjacent undisturbed drainages will be taken for compar-
ison purposes. The calculations, samples, and comparisons will be used to doc-
ument whether or not Pond 1 can be eliminated.
If Pond 1 cannot be eliminated in compliance with Rule 4.05.6(9), The Rockcastle
Company will submit a detailed plan including design drawings for bringing Pond 1
into compliance with the runoff and storage requirements of Rules 4.05.6(3)(a)
and (b) and the dewatering and spillway requirements of Rules 4.05.6(3)(c), (d)
and (e). This plan will be submitted by August 15, 1984. Any necessary spill-
way or dewatering installation, pond enlargement or pond elimination (if allowed)
will be completed by October 15, 1984.
I hope these plans meet the requirements of David Shelton's letter. Thank you
for working with The Rockcastle Company toward a solution to the problems en-
countered at Pond 1, If you have any questions, please call.
Very truly yours,
Tommy D Ray ~`-~~
cc: Bob Sherman
Mark Korb
Progress Within Environmental Tolerances
