Pursuant to that request I offer <br />the following comments for your consideration. <br />Northern Coal Company's submittal of supplemental information regarding <br />their request to mine beneath Curtis Creek at the Rienau q2 coal mine <br />includes a statement of surface hydrological aspects. Their submittal <br />states that they are installing a Parshall flume and continuous recorder <br />upstream from the location of the proposed development mains. With the <br />completion of that flume and recorder installation they will be capable <br />of continuously monitoring both upstream and downstream from the proposed <br />location of the undermining of the Curtis Creek valley floor. Because <br />this monitoring of the surface water hydrology before mining commences <br />is necessary to determine the effect of the mining upon the surface water <br />hydrology of Curtis Creek, I recommend that roe condition the permission <br />to proceed beneath Curtis Creek upon the submittal of at least two weeks <br />of continuous surface water hydrologic monitoring from stations NRS <br />(upstream) and NRS-2 (downstream). Furthermore, it will be imperative <br />for the operator's technical personnel to closely monitor the surface <br />flows upstream and downstream from the development mains during the <br />advance of the mining face, in order to promptly determine any significant <br />effects upon surface flow within the creek. For this reason the operator <br />should be required to forward the continuous recorder records to our office <br />promptly (within 10 days) following their collection. With the addition <br />of these conditions the operator's proposed surface hydrology rronitoring <br />program will be acceptable. <br />/k <br />
