Box 783 <br />Trinidad, Colorado 81082 <br />866 <br />R1;: Approval of loadout sediment control facilities <br />File ~C-048-81 <br />Dcar Jim: <br />Rich Domingue of our staff has reviewed the drainage study for the Trinidad <br />Eaein loadout facility is Trinidad, Colorado prepared by Sutherland, ::icketts, <br />and Rindahl. He has recommended that Trinidad Basin initiate the construction <br />of the facilities as described in the plan as soon as possible. Rich has <br />raised two minor points which Trinidad Rosin should address: <br />1. Trinidad Basin should provide the Division with a maintenance <br />schedule for the cleaning of the ponds. Additionally, Trinidad _ <br />:..sin should place a pen:anent marker in each pond which is at <br />tl:e elevation of the GO;s sediment storage volume. Gleaning <br />must occur when sediment readies this mark, if not before. <br />:?. Ir. appears from design drawings I;iven that free outfall from <br />spillways occurs into John's etch. If this is the case, <br />Triniuad Basin slwuld place riprap at the bottom of the ditch <br />as an enerly disaipator. <br />Additionally, after the facilities are constructed, Trinidad Rosin needs to <br />have the facilities certified that they were built "as designed' ~y a <br />qualified reEiatered professional engineer. A copy of this certification <br />should be fonaarded to the Division. <br />The above staff approval is granted under the authority delegated to the <br />staff under the stipulated amendment approval granted by the ::aped Land <br />Reclamation Board on February 25, 1981.
