It is <br />our understanding that this information may be available to the U.S. <br />Geological Survey but that the Survey requested the information with the <br />provision [hat it would be held confidential. Therefore, we are, effectively, <br />asking for declassification of the information. We are also asking that it be <br />provided in adequate copies for all agencies. <br />This request to each of the applicants should be accompanied <br />by the following Statements: <br />"Pursuant to 43 C.F.R. 4.1280, you have the <br />right to appeal this decision to the Interior <br />Board of Surface Ptining Appeals. You must file <br />your notice of appeal within 20 days with OSM <br />and the Roard. Failure to Eile with OSM within <br />20 days will result in loss of all appeal rights. <br /> <br />
