I have finished my portion of the completeness review for CYCC's proposed
_ Foidel Creek underground mine. Overall, the application is well prepared,
but there are a few areas that appear to be incomplete.
Rule 2.04.7(2) Surface l9ater Information
(a) The application includes no discussion of the occurrence of
springs in or adjacent to the permit area. The location of all
springs should be shown, if there are more than the single spring
located on Map 9. The applicant should provide sufficient data to
identify the seasonal variations in water quantity and quality
of springs within the proposed permit and adjacent areas. (In
anticipation of the adequacy review, the applicant should identify
the occurrence of springs and cnnsider possible effects of mining.)
(b) The application does not contain water quality data for Fish
Creek. The applicant should provide water quality data for Fish
Creek sufficient to identify seasonal variations in TDS, TSS,
acidity, pH, total and dissolved iron, total manganese, and other
information required by the Division. (Can use the parameter List
for Foidel Creek for other information.)
Rule 2.04.7(4)(a) Rydrology Map Requirement
The applicant has failed to identify the current users of surface water
flowing in either the Foidel Creek or Fish Creek watersheds. All
downstream water users on Fish Creek down to its confluence with Trout
Creek, and on Foidel Creek down to its confluence with Middle Creek
should be identified. (The applicant should identify point of diversion,
area of use, and discuss the nature of the use.)
