A <br />Memo <br />Tom Gillis <br />Page -2- <br />The Division needs, at a minimum, the following reconnaisance-level, alluvial <br />valley floor information for the permit area and adjacent areas. <br />I) A map showing the extent of unconsolidated streamlaid deposits (greater than <br />50 ft. in width and greater than 10 acres in size) in or adjacent to the permit <br />area. If such areas are identified, their areal extent should be provided. <br />2) Within the study area (permit area and adjacent areas), identification of <br />all areas of existing or historic flood irrigation. <br />3) Within the areas mapped as unconsolidated streamlaid deposits, indentification <br />of those areas where the vegetation suggests subirrigation. <br />4) If areas of unconsolidated streamlaid deposits are identified, a description <br />of the regional flood irrigation practices for similarly sized or smaller <br />watersheds. <br />If you feel that the AVF information is already available from other permit appli- <br />cations for adjacent mining operations, the Division could attempt to make an AVF <br />determination once the permit area has been properly defined. Information taken <br />from other permits should be copied and included in the Blue Ribbon review file. <br />If the necessary information is not available, it must be supplied by the appli- <br />cant. <br />In summary, before written findings can be made for this permit, the permit <br />area must be properly identified, and a site-specific assessment of probable <br />hydrologic consequences must be made. Except for an estimate of mean annual <br />yield or percent of flow contributed to the North Fork, the surface water <br />baseline is sufficient for Xubbard Creek. The adequacy of the alluvial valley <br />floor information depends upon what is available in other permit applications. <br />I have not reviewed runoff and sediment control or road drainage. <br />,~. <br />
