Review/Approval Criteria The following statutory and/or procedural citations are the criteria against which all personal services agreements will be evaluated by the State Personnel Director. Please identify those criteria which, in your opinion, would make this request an approvable agreement and provide a brief explanation regarding why those criteria are applicable. Note that FI'E limitation is not a criterion for approval. 1 CRS 24-50-503; Directors Procedure P 13-1-3. The contract meets all of the relevant cost savings tests. (Supplemental "Cost Analysis" form must be completed. ) 2 CRS 24-50-504 (2) (a); Procedure P 13-1-4 (C). The contract is for an existing state program never performed by state employees. Or, the contract is for an existing state program which is different in scope or policy from the programs carried out by state employees. Explain: 3 CRS 24-50-504 (2) (b); P 13-1-4 (D). The contract is for a new state program which statutorily authorizes the performance of the program by independent contractors. Explain: 4 CRS 24-50-504 (2) (c); Procedure P 13-1-4 (E). The contracted services are not available within the state personnel system, or cannot be performed satisfactorily by state employees, or are of a highly specialized or technical nature. Explain: 5 CRS 24-50-504 (2) (d); Procedure P 13-1-4 (F). The services are incidental to a contract for the purchase or lease of real or personal property. Explain: 6 x CRS 24-50-504 (2) (e); Procedure P 13-1-4 (G). The contract is needed [o protect against a conflict of interest, or to ensure independent and unbiased findings in cases where there is a clear need for a different, outside perspective.
