"Outline of Baseline Vegetation Requirements for Previously <br />Disturbed Lands" <br />2. Draft copy of MLRD's "Vegetation Sampling Requirements Under <br />Colorado's Permanent Program <br />3. A copy of the Colorado subsidence regulations <br />4. A copy of the letter sent to you on July 25, 1980 <br />s <br />The first three items are self-explanatory. Our files show that a <br />copy of the "Outline of Base~ine Vegetation Requirements for Previously <br />Disturbed Lands" was sent to you on July 25, 1980, as I had promised. <br />I do not understand why you did not receive it. <br />Anyway, all components of the vegetative study must be completed for <br />the final regulations permit application except production and possibly <br />cover measurements. Vegetative mapping must be submitted with the application. <br />Production measurements must be taken in the 1981 growing season. <br />The most outstanding issue with the Grand Mesa Coal Company is the failure <br />to submit the reclamation bond. 1Jithout the Division's receipt of an approved <br />bond, Grand Mesa is mining without a permit. Grand Mesa was given 30 <br />days to submit the permit after the June Roard meeting. Currently, it is <br />August 18th, and the bond is three weeks late. The Division will give <br />Grand Mesa until Friday, August 29th to submit a bond. If it is not <br />received, we will take immediate enForcement action. <br />
