The areas to be covered are: 1.) Air Quality, 2.) Wild- <br />life, 3.) Baseline Surface and Ground [dater Information, 4.) Reclamation Plan, <br />5.) Excess Spoil, 6.) Performance Standards (Part 816), 7.) Special Performance <br />Standards (Part 819 - Auger Mining), and 8.) Miscellaneous Information. As <br />before, these comments will be included in an adequacy letter to be sent to <br />energy fuels after completion of our meetings. If our understanding of the <br />application changes, based on newly submitted material, additional information <br />may be requested. The comments contained in this memo do not include the con- <br />cerns of OSP1. OSM may require submission of additional information as their <br />technical analysis progresses. <br />A. Air Quality - At the present time we are still awaiting the information <br />requested in my letter of December 18, 1979. It would aid in the review <br />of the application if EFC would submit the conditions/stipulations contained <br />in the emission permits issued by the Colorado Department of Health, A.ir <br />Pollution Control Division. Refer to pages 778-31 and 778-32 for the permit <br />numbers. <br />B. Wildlife <br />1. As discussed in the prior meeting, the sage grouse strutting ground <br />must be accurately located on the map (1127) and in the corresponding <br />narrative. I am still in the process of contacting the local wildlife <br />officer to obtain his opinion on the significance of the mining area in <br />relation to the strutting ground. <br />2. It appears on page 779-146 there is a typographical error associated <br />with the diversity index that was used. If this is not the case, <br />please present a further discussion on the use of this index. <br />
