Restoration of the alluvial aquifer - ~t is uncertain that <br />the alluvial aquifer would be restored under the proposed reclamation <br />plan. Additional measures should be taken to restore the alluvial <br />aquifer. Possible measures include: <br />(1) Compact the spoil surface before placement of alluvial <br />material. <br />(2) Place a layer of compacted play upon this surface to <br />serve as a hydrologic barrier. <br />(3) Fill with alluvial material and reconstruct the <br />channel as discussed above. If the alluvium coarsens <br />with depth, the alluvium should reconstruct this strati- <br />graphy. Coarse and fine alluvium should be removed, <br />stored, and returned separately. <br />2) Alluvial Valley Floor considerations - Although the surface water <br />contribution to the Canadian River appears negligible, the ground water <br />contribution is potentially greater. Ground water flow down Mann Draw <br />must be estimated using pump test data. <br />3) Surface Water Monitoring - '(he monitoring of pond effluent appears <br />adequate. The applicant should supply more details on [he monitoring <br />program for disturbed areas following reclamation. <br />4) Ground Water Monitoring -__t appears that water monitoring wells <br />would be destroyed by mining and~fedrilled following reclamation. These <br />well sites should be moved so that the same wells may be used to monitor <br />ground water before, during and following mining. The following changes <br />should also be made in the monitoring program: <br />a. Monitoring should be performed quarterly foi• water quality, <br />and monthly for water levels. During the spring, the applicant might <br />wish to record water levels on a weekly basis. <br />b. The water quality monitoring program should include addit1 nal <br />analysis for total alkalinity, total acidity, sodium adsorption rzio, <br />specific electrical conductance, aluminum copper, flouride, nitrate, <br />orthophospha`e, potassium and selenium. After initial monitoring this <br />list may be reduced or the periodicity changed in consultation with <br />the regulatory authority. <br />5) Approximate Original Contour -'fhe proposed surface at this time <br />does not represent approximate original contour. The proposed reclama- <br />tion surface is not well integrated with the surrounding topogrpahy, <br />particularly along the southern boundary. In addition, a drainage-way <br />located in the NE part of the permit area has been moved to follow the <br />eastern and northern permit boundary.
