As S <br />discussed in my memo of April 3, 1980, it is imperative that no coal <br />containing refuse be placed beneath the water table. In order to assure <br />that the water table has not invaded the already placed refuse, the <br />applicant will have to install and monitor an appropriately located set <br />of test wells. The applicant should install at least three test well <br />stand pipes, ttro approximately 25 feet outside the original strip pit <br />boundaries, and one centrally located within the existing fill. These <br />stand pipes should extend at least five feet beneath the bottom elevation <br />of the strip pit. These wells should be monitored at Zeast weekly, <br />from mid-May through mid-July, during which the annual water table high <br />stand should occur. <br />/k <br />
