~...

Pa ge 6
Colorado Westmoreland, Inc.
MLRD/OSM Joint Review
December 2, 1980
detail. .What materials arc to be deposited here? The sources and physical
properties of these matrrial:: must be identiCicd. f>n any of these materials
fit Che dc•finitiou of coal processing waste? What arc the foundation and
slope characteristics of the prOpOSCd d1SPOSa.1 area? llow is the site to be
prepared prior to dr_positiun of waste materials. Is an undcrdrain system
needed? Proposed construction plans, the actual construction, and final
stability require certification. A plan view of the completed construction
must be provided with appropriate contour interval or alternate surface
.runoff indicators to illustrate proposed drainage pattern; cross-sections
of the pile should also be provided.
to tion and Land Use In fo rrr~tion
A discussion of veyctation information would be more useful during the
technical analysis if CWI would calculate the acreages and percentages
of each veyctation type within the total disturbcrl area. Common understory
species should be mentioned Cor the riparian area type and comrnun forbs
should be mentioned for the barren area type. Presently, only the pinyon-
juniper type has a complete species list in Appendix I (Vol. 77). A
complete species List should be included for each type already disturbed or
proposcrl to be disturbed.
The applicant's plan For vegetation data collection should include a discussion
of the demonstration to be made that the reference areas (or other reveyetation
standards) are truly representative of the respective vegetation unit. Also,
the referenced areas should be at least 3 acres in size, not 2 acres as
submitted in supplemental information on October 16, 1980.
The application does not include a description of the existing land use
classif.ica[ion under local law for the permit area and adjacent areas. No
adequate statement of conditions, capability, and productivity of the
land affected by surface operations and facilities is made. Productivity
information for non-agricultural vegetation types will be obtained From
forthcoming baseline data. Productivity information for the orchard area
should be available from grower's records. It would be cost effective if
the range condition con be determined at the time of baseline data cullrctiua.
CWI should check wil:h [heir contractor to see if he/she is qualified to do
range condition analyser..
The reveyetation plan roust Prescvrt a more complete schedule of reveyetation.
The general rec•lamaLion plan in 784.13(bl(1) is not specific enough to be
a schedule of reveyetation. The schedule of revegetation should list the
appropriate times for seeding and transplanting and tie in with other mining
activities and the best sc,asons for maximwn planting success.
t
d ~ _ir t ~L~ ~ i
