.. v e <br />Page 2 <br />Colorado Westmoreland, Inc. <br />PlLRD/OSM Joint Review <br />December 2, 1980 <br />The groundwater systems must be defined in terms of recharge, discharge, flow <br />direction, water quantities, seasonal variations of system parameters, and the <br />relationships between bedrock aquifers, fault/frac•ture systems, alluvial <br />aquifers, and surfa c•c water systems. <br />Hydrology, Surface Water <br />The results of the runoff simulation model used to simulate runoff in <br />Stevens Gulch disagrees with flow data For .1978 and 1979. Please provide a <br />documented discussion of whir observed values and the model disagree, particularly <br />in terms of the precipitation-runoff relationship. If the computer model <br />does not acceptably simulate the hydrologic balance in Stevens Gulch then <br />the areas where the model was used, such as foe estimating the hydrologic <br />balance of Stevens Gulch, may need to be re-analyzed. <br />A description of the aqueduct along Stevens Gulch is needed, including <br />flow rates, uses and users of the water and point of origin. In addition, <br />please describe the relationship between the Stevens Gulch drainage and the <br />irrigation canals near highway I33 (Fire Mountain Canal, Farmer's Ditch and <br />Feldman DitchJ. Describe the interrelationship between these, if any, <br />and the possibility of any contamination of these waters. <br />AIluvial Va11eu Floors <br />The applicant must provide a reconnaisance level investiaatzon of <br />potential alluvial valley floors within or adjacent to the permit arez as <br />described in OSM's technical guidance paper of June, 1980. <br />Reclamation Plan <br />CWZ has not provided sufficient justification that their proposed <br />reclamation plan will leave the disturbed area hydrologically stable. "Stable" <br />in this context does not mean that the area will not be subject to erosion, <br />but means that the drainage patterns and erosion rates which will eventually <br />be established within and through the distrubed areas will approximate premining <br />conditions and that the disturbed area will tit into the natural balance within <br />the Stevens Gulch dr:rinagr. area. Additional information will be required <br />in order to justify the request For a variance from approximate original <br />contour. C[JZ should respond to all the requirements of Rule 4.14. <br />Specifically, Cld7 needs to show the following: <br />I. That the diversion ditch above the disturbed area w.i 11 eventually become <br />a part of the na[:ural drainage system and that the diversion flow will not <br />"overload" the drainages to which runoff i;; being diverted, creating <br />continual gu1Lliuy. <br />~, <br />~i V ~, I <br />
