<br />NOTICE OF PROPOSED DECISION <br />The Colorado Division of Minerals and Geology proposes to approve with <br />conditions an application for a permit to conduct coal mining and reclamation <br />operations submitted by the Seneca Coal Company for the Yoast Mine. <br />The Yoast Mine will be located in Routt County, approximately 8.5 miles <br />southeast of Hayden, Colorado. The mine will be a surface mine with an <br />anticipated maximum production capacity of 1.5 million tons per year. The <br />coal to be mined is federally and privately owned, and the surface to be <br />affected is federally and privately owned. The permit area encompasses <br />approximately 2,253.3 acres in Sections 28, 29 and 32, T6N, R87W, 6th P.M.; <br />and Sections 5, 8, 16, 17, 18, 19, 20, 29 and 30, TSN, R87W, 6th P.M. <br />This proposed approval decision is based on a finding that the proposed <br />operation will comply with all requirements of the Colorado Surface Coal <br />Mining Reclamation Act, C.R.S. 34-33-101, et seg., and the regulations <br />promulgated thereunder. <br />Copies of the proposed decision including stipulations, are on file for public <br />inspection at the Colorado Division of Minerals and Geology, Room 215, <br />Centennial Building, 1313 Sherman Street, Denver, Colorado 80203 and at the <br />County Clerk's Office in Steamboat Springs, Colorado. Persons with an <br />interest that may be adversely affected by the proposed decision may request a <br />formal hearing before the Mined land Reclamation Board on the proposed <br />decision. Such request must be made within thirty (30) days of the initial <br />publication of this notice, must be in writing, and must state with reasonable <br />specificity the reasons for the request and the objections to the proposed <br />decision. <br />
