Rule 2.05.3(6)(c) re- <br />quires the inclusion of a geotechnical analysis including a stability analysis <br />of the proposed underground development waste pile in the permit application. <br />The statement included on page 2-31 of the application that; "when fill is <br />spread in 2-thick foot lifts, the resulting compaction will be adequate to <br />provide and maintain a safe and stable slope at 1 vertical: 3 horizontal", is <br />not adequate to satisfy the requirements of the permanent regulatory program. <br />Jerry Zimpfer should review and comment on the adequacy of the diversion channel, <br />interceptor channel and sedimentation pond sections of this application. <br />The geotechnical analysis of the proposed fill should include a thoroughauger or <br />boring investigation of the foundational area designed to determine bedrock, soil <br />and hydrogeological conditions encountered. The report should also include <br />geologic profiles, material testing and description of materials encountered, and <br />a mathematicalstability analysis of the slope static safety factors of the fill <br />proposed to be constructed. That analysis should include through. discussion anyl <br />justification of any geotechnical or geohydrological perimeter assumptions made, <br />regarding factors such as shear strength, spoil density, hydrogeological perimeters, <br />etc. <br />In view of the magnitude of the work which needs to be completed by the applicant, <br />I am pessemistic that the applicant will be able to complete analysis in time to <br />satisfy the 120 day deadline.
