The Division recommends using mulch in the revegetation cost
estimate. Please change the bond estimate accordingly.
2. The Division calculates the cost for estimated failure
rate of the revegetation work. The Division uses a value of 50%
failure rate to include the seed cost, the seedbed preparation, and
the seed application method. Please include a cost for 50%
revegetation failure rate to the cost estimate.
Facilities
The Division reviewed Peabody's calculations for facility removal.
The Division calculated a sperate cost estimate for facility
removal based on MEANS 1993. Please see the Structural Demolition
form prepared by the Division for further clarification. The
Division has a few concerns regarding facility removal:
1. Peabody did not give a specific cost for removing
culverts. The Division calculates culvert removal based on the
diameter of the culvert and the length of the culvert. The
associated costs can be located on the attached sheet titled "Cost
Data- Structural Demolition Work". The data source is MEANS 1992
Site Work & Landscape Cost Data. The data is for installation
costs which assume removal time and labor equal to installation
time and labor. Please use the cost data on this sheet to derive
the calculations for culvert removal for existing culverts.
2. On Table 12-1 of the submitted permit, Peabody states
that the diameter of the culverts in not applicable on HG-9, HG-11
and HG-12. These culverts are on the permitted site and require
removal once reclamation activities take place. Please include a
cost for removing these three culverts.
3. On page 4 of Tab 23, Peabody states that the track and
ties will be removed for their salvage value. Peabody states that
there is a letter form Denver Rio Grande and Western indicating
this. This letter cannot be located in the permit document. The
Division estimates the cost for removal of the track to be
$10.27/lf. The total cost for 3.3 miles totals $183,418.00. There
is an additional $2.29/cy for ballast removal.
The current Division policy is that there is no salvage value
attached to any structures unless they meet certain requirements.
These requirements are as outlined:
-Submit estimated cost of the track and ties and/or
removal from three reputable salvage companies or other likely
purchasers of the materials in question. These estimates must
describe with reasonable specificity the value of these facilities
which the salvage company may be reasonably expected to realize
from the removal and liquidation of these items.
