2. Please inform the Division of the push distance used to <br />reclaim the ponds. It appears that page 1 and page 3 of the <br />Earthmoving Fundamentals report is missing form the submitted bond <br />estimate. Please submit these pages as well as state the average <br />push distance used in the program. <br />3. Please include a cost for reclaiming the Leach Field <br />area. The equipment cost and correction factors should be similar <br />to the factors used in the pond reclamation. <br />4. Please include a cost for regrading the ditches. <br />According to Exhibit 12-2, numerous ditches are located at the HG <br />Mine Facility. These ditches will most likely be reclaimed the <br />same time as the ponds. Please include a cost for regrading the <br />ditches using a D8N Dozer or a motor grader. <br />Final Grading <br />Peabody did not include a cost for final grading of the <br />reclaimed area. The Division recommends using a 14G motor grader <br />at $87.16/hr based on a single shift. The Division feels that <br />rough grading roughly 100 acres would cost $5,866.00. Please see <br />the attached cost report for further detail on 14G motor graders. <br />Roads <br />The Division reviewed the cost estimate summary <br />reclamation and has the following concerns: <br />road <br />1. All road reclamation should be conducted on a single <br />shift. Please change the operating cost accordingly in the bond <br />estimate. <br />2. The Division recommends using a D8N Dozer to r laim the <br />haul roads and the ramp roads. Please change the bond es imate to <br />reflect this cost. <br />3. Please inform the Division if Peabody included the cost <br />of ripping the roads in the bond estimate. If the co t is not <br />included in the estimate, please include it using a d zer or a <br />motor grader. <br />Topsoil Replacement <br />1. Peabody's estimate uses double shifts for topsoil <br />replacement. The Divisions current policy is to use sing a shifts <br />on all topsoil replacement tasks. Please change the scr per cost <br />to reflect single shifts rather than double shifts. The Division <br />calculates that $199.46 per scraper per hour is appropri to for a <br />637E Scraper. Please see the attached cost reports fo further <br />clarification. <br />2. MEANS 1993 estimates the removal of ballast ma erial at <br />$2.29/cy. Please justify the cost of $0.617 a ton sub fitted by <br />
