SU6JECT: Northern Coal Company's Proposed Refuse Fill r I have completed a review of Northern Coal submittal, dated Goober 14, 19F,0. This r memo satisfies practically all of my techn refuse pile. The applicant amends the appl will be non-durable in nature and makes al analytical changes to reflect that channe also makes the additional amendments to th required configuartion of such a fill. My only remaining reservations regard the proposed solution for the high ground 1•~ater conditions observed to exist in the vicinity of test holes number 2 and 3, near the toe of the proposed Phase I of the waste fill. I recommend that you stipulate the installation of additional piezometers ~•~ithir~ this area and along the proposed t.°ench drain to verify the drain's effectiveness. Two or three shallo~d test 1•iells should suffice, buy must be protec*.ed in this high traffic area. In addition, the applicant's engineers sF:ould be in attendance during the excavation and construction of the trench drain, in order to verify their assurptian~ ,+-diny stratigraphy and groundwater hydrology. l•Jith this one addition I feel comfortable in recommending approval of the applicant's amended plan for construction of Northern Coal's refuse waste pile. mab
