This approval is contingent upon [he applicar:'s <br />acceptance, in a*:i.tino, of t`~e attached stipulations. <br />:lpproval of this modification has been recommenced with stipulations by the <br />Director, Uffice of Surface "fining (USMj; the P.e~ional Director, Etzbion V, <br />Office of Surface Fti^.ino; the U. S. Geological Su:~•ev; an? [he Bureau of Land <br />t•ianaoement. The State of Colorado approved [~nis modification on Februar~~5, <br />1980. <br />In addition, an em-ironmental assessment (E;+) has been prepared h;• OS"t on this <br />major modification.
