Mr. William T. Davis - 9 - April 25, 1989 <br />If, as may happen, certain of the underground workings encountered are flooded <br />or water bearing, then the requirements for their sealing must satisfy the <br />requirements of Rule 4.07.1. How these requirements will be satisfied in such <br />an event must be specified. <br />Rule 2.05.5 <br />Post-mining land use is stated to be agricultural rangeland. Since the area <br />is also utilized by wildlife, including winter range for big game, post-mining <br />land use should include wildlife habitat. <br />Rule 2.05.6(3) <br />Since the SOAP study was completed, certain changes have been proposed in the <br />mine plan, and additional probable hydrologic consequences of the mining have <br />been identified. The applicant now proposes to mine the channel of Engleville <br />Gulch; the probable hydrologic consequences of this and mitigation should be <br />discussed. <br />The proposed mining may intercept flooded or water bearing workings, <br />particularly during Phase 2. T.he applicant should address the probable <br />hydrologic consequences of this and mitigation. The rights of the present <br />user of the EMD discharge, which may be eliminated by mining, should be <br />covered as well as any need for an alternative source. <br />Provisions for control of surface water and sediment while mining in the <br />channel of Engleville Gulch should be described and justified. <br />Drainage control for the roads must be described in greater detail and <br />illustrated on the appropriate map. <br />A 5pi11 Prevention Control and Countermeasure plan should be provided. <br />The size of the culvert proposed to carry the flow from the west internal <br />drainage control ditch across Engleville Gulch to the east ditch and <br />ultimately to the sediment pond should be provided with design calculations. <br />The site maps are not sufficient to determine the facility locations relative <br />to flood flow boundaries. The locations of topsoil piles, the sediment pond, <br />and interior drainage control ditches should be demonstrated as not allowing <br />these elements to be subject to flood damage. <br />There is no description of a proposed ground and surface water monitoring plan <br />as required by Rule 2.05.6(3)(b)(iii). <br />le 2.05,6(5 <br />The application has two narratives provided for this section.
