Mr. William T. Davis - 7 - April 25, 1989 <br />Rule 2.05.4(2)(a <br />The timetable presented represents more a mining than reclamation schedule. <br />The specifics of the planned reclamation activities relative to the mining <br />should be better outlined. Initial operations in the channel of Engleville <br />Gulch will involve temporarily diverting the channel. This diversion is <br />required by Rule 4.05.4(3) to be reclaimed when no longer needed and, as <br />required by Rule 4.05.4(4), the channel of Engleville Gulch will have to be <br />reestablished. If backfilling and grading follow each 1.5 acre increment of <br />mining, that too should be specified within the broader framework. <br />Sections 2.05.3(1) and (2) appear to state some topsoiling and seeding may <br />occur after the Phase 1 area is mined and prior to commencement of Phase 2. <br />If so, the time table should reflect this. If not, when will this be done? <br />Rule 2.05.4(2)(b) <br />Under both this and Section 2.05.4 (2)(cl, it is said that the spoil pile is to <br />be returned to the final highwall area at the end of Phase 2. What overburden <br />pile is this. Is it from Phase 1 or Phase 2? The volume figure supplied in <br />this outline doesn't seem to match anything in the calculations chart for <br />Map 7. <br />The reclamation plan calls for 14,870 cubic yards topsoil. Please explain why <br />this is reduced to 65 percent? <br />Revegetation costs used are significantly less than the Division's normal <br />figures, i.e. £550/acre. These costs should be justified. <br />Rule 2.05.4(2)(c) <br />The plan required by this rule is vague. Where is the initial overburden pile <br />located? Is this overburden from the mining of the Engleville Gulch <br />Channel? Will back filling and grading of this increment of mining be <br />completed before beginning the major portion of Phase 1? Where will the <br />initial overburden from the major portion of Phase 1 be stored? Is this the <br />"permanent overburden stockpile"? Will this stockpile be utilized to complete <br />back filling and grading of Phase 1 before Phase 2 begins? Wnere will the <br />initial overburden pile from Phase 2 be located? <br />Rule 2.05.4(2)(d) <br />There is no commitment made to a reapplication depth of topsoil. As <br />previously discussed, a preliminary recommendation is that fifteen (15) inches <br />should be reapplied; however, a final determination can be made upon reviewing <br />the forth caning soil resource information. In any case, a commitment for <br />reapplication depth must be in the text of the application when a final <br />determination is made. <br />
