Mr. William T. Davis - 5 - April 25, 1989 <br />Rule 2.05.3(5) <br />Based on the soil description provided there may be as much as two (2) feet of <br />useable topsoil available. Therefore, it is recommended that a commitment be <br />made that a minimum of one foot will be stripped and fifteen (15) inches will <br />be the average s ripping depth. A final determination of stripping depth will <br />not be possible until the soil resources are mapped in more detail on the <br />proposed disturbance area. The preliminary recommendation is based on <br />achieving a final cover of at least 12 inches which should be sufficient to <br />meet the final land use of rangeland. Taking into account variables for rock <br />content, settling, compaction, erosion, operator error, etc., a final cover of <br />twelve (12) inches can probably be achieved by stripping, stockpiling, and <br />replacing fifteen (l5) inches of topsoil. This is a preliminary j <br />recommendation and if after further investigation of the soil resources it is <br />determined that a considerable area is composed of the Capulin soil, a deeper <br />stripping depth could be recamenended. <br />The application contains a statement which says, "These plants shall be <br />determined in cooperation with the local Soil Conservation Service". This <br />statement is inadequate and should be deleted from the text or have "and be <br />approved by the Division", on the end of the sentence. The operator may <br />obtain recommendations from the local SCS; however, he should submit a <br />temporary seed mix in a format analogous to the final revegetation seed mix. <br />Upon receiving this mix, it will need to be approved by the Division. <br />Rule 2.05.3(6) <br />Both fire temporary and permanent <br />specified.
