<br />June. Flow declines through July and August until the base <br />discharge is reached. Suspended material is highest during these <br />periods of high flow and the dissolved material concentrations <br />are lowest. Conductivity of the Colorado River during the high <br />flow is often in the range of 200 to 600 umhos/cm. Baseline data <br />has been collected by Storm Ring over the full range of flow and <br />water quality conditions of the Colorado River. <br />Storm Ring Mines has submitted all available data on this aspect <br />of the permit and requests that adequacy of this section be <br />approved at this time. <br />"The following are the findings of compliance which the Division <br />can make at this time: <br />Diversions - Temporary <br />The temporary diversion, Channel A, which drains the undisturbed <br />area above the mine portals has been designed with a slope of <br />.002, or 1.7 inches of drop in 100 linear feet. It seems <br />unlikely that such accuracy can be maintained during contruction <br />and it is likely that ponding will occur along the ditch, which <br />will result in excessive siltation. Therefore, the following <br />stipulation is required. <br />3 <br />WITHIN THREE MONTHS OF PERMIT ISSUANCE, THE PERMITTEE MUST <br />SUBMIT TO THE DIVISION NEW DESIGNS ALLOWING FOR A GREATER <br />SLOPE ON CHANNEL A TO ENSURE FLOW THROUGH THE CHANNEL LENGTH. <br />THE PERMITTEE MUST COMMIT TO INSPECTION OF THE DITCH AFTER <br />RUNOFF EVENTS TO LOCATE AREAS OF EXCESSIVE EROSION. THE <br />PERMITTEE MUST ALSO COMMIT TO APPROPRIATE EROSION PREVENTION <br />IF NEEDED." <br />SKM Response: <br />Storm King Mines will submit a revised design for Channel A as <br />stipulated. The ditch will be subject to inspection on a regular <br />basis and whenever excessive erosion is suspected. Appropriate <br />erosion control measures will be initiated immediately <br />post-construction and after erosion is evidenced during future <br />operations. A revised design for Channel A will be submitted as <br />a revised drawing for insertion into permit application documents <br />within three months of permit issuance. <br />MLR Comment: <br />"Stream Channel Diversion <br />
