<br />determined by the line-intercept method along a 100-meter <br />transect; production data will be obtained using the <br />double-sampling method in one m2 plots along the same transects; <br />and woody plant density will be counted in the same one m2 plots. <br />Data will be collected in both the reclaimed areas and reference <br />area and will be compared statistically using the formula <br />outlined in section 3.6.2.3.5 of the application. Measures of <br />revegetation success are discussed in section 4.3a.4 and <br />referenced in the application. <br />Prior to seeding and mulching, the redistributed topsoil will be <br />sampled and analyzed to determine the fertilization rates that <br />will be necessary. Composite samples will be collected from <br />several locations within the disturbed area. A minimum of three <br />samples, each composited from at least four locations will be <br />analyzed at an approved lab for N, P and R content. <br />Fertilization requirements will be calculated based on these <br />results. This is discussed in Section 4.3a, 3.5.3 and 4.3.3.5.3. <br />8) Ref: Qperations Descriptions - Rules 2.05.2. 2.05.3 <br />2.05.3(21 and 4.01 <br />MLR Comments: <br />"Information on the proposed operation plan is located on pages <br />4-1 through 4-9 of Volume I. <br />Hydraulic mining is to be conducted in the Wheeler and Lower <br />Wheeler coal seams, both of which are steeply dipping. <br />Questions and concerns relating to sequences of mining, coal <br />production cates, and utility corridors have been satisfactorily <br />resolved. <br />In response to the Division's comment in the preliminary <br />adequacy review, requesting more details regarding the proposal <br />of several excapeways and raises daylighting at the outcrop on <br />the Grand Hogback's northeast-facing slope, the applicant has <br />provided additional description of the planned facilities on <br />pages 4-26 and 4-26a of the amended application. The amended <br />response indicates that the ..actual plans may vary to insure <br />slope and entry stability."~ However, no detailed designs, <br />diversion or drainage plans, or reclamation plans are provided <br />for these proposed facilities. Based upon the amended <br />application as it currently exists, the Division cannot approve <br />construction of these facilities until adequate baseline <br />information and design engineering plans have been submitted, <br />reviewed and approved. <br />
