rotation, there is no guarantee that hayland is the standard to
which the cropland will be reclaimed. Therefore, it was decided
to measure cropland production in adjacent lands prior to bond
release to set the standard. This is discussed further in
Section 4.3a of the application.
For the sagebrush-grass vegetation type (which is the only native
community significantly impacted by Phase "A") statistically
adequate sampling was conducted for cover, production, and woody
plant density. Summaries of this data were provided in Section
3.6.2 of the application and the raw data from which these
summaries were prepared have since been submitted at the
Division's request.
A reference area has been established for the sagebrush-grass
community and statistically adequate sampling for cover,
production and woody plant density has been accomplished. The
data has been presented and discussed in Section 3.6.2.4 of the
permit application. The raw data for the reference area has also
subsequently been submitted to the Division at its request. The
data obtained from the reference area has also been statistically
compared to the areas to be disturbed for cover and production.
This data and analysis appears in Section 3.6.2.4.5 of the
application. Reference areas for Pinyon-juniper and irrigated
hayland are not applicable as per the response to Requirement No.
5.
MLR Comment:
"In reviewing the revegetation plan many areas were not addressed
sufficiently to allow the Division to make a finding of
compliance. For this reason the following information is
required:
THE APPLICANT SHALL REVISE
FOLLOWING REQUIREMENTS.
THE PERMIT TO REFLECT THE
REVEGETATION PLAN:
1. THE PERMITTEE NEEDS TO REVISE THE PERMIT APPLICATION TO
SPECIFY SPECIFIC DATES DURING WHICH REVEGETATION ACTIVITIES
WILL BE UNDERTAKEN (e.g. FERTILIZING, MULCHING, SEEDING)."
SKM Response:
Specific dates for spring and fall seeding have been added to the
application. Spring is defined as April 15 to May 30 and fall as
September 15 to October 30.
