<br />rotation, there is no guarantee that hayland is the standard to <br />which the cropland will be reclaimed. Therefore, it was decided <br />to measure cropland production in adjacent lands prior to bond <br />release to set the standard. This is discussed further in <br />Section 4.3a of the application. <br />For the sagebrush-grass vegetation type (which is the only native <br />community significantly impacted by Phase "A") statistically <br />adequate sampling was conducted for cover, production, and woody <br />plant density. Summaries of this data were provided in Section <br />3.6.2 of the application and the raw data from which these <br />summaries were prepared have since been submitted at the <br />Division's request. <br />A reference area has been established for the sagebrush-grass <br />community and statistically adequate sampling for cover, <br />production and woody plant density has been accomplished. The <br />data has been presented and discussed in Section 3.6.2.4 of the <br />permit application. The raw data for the reference area has also <br />subsequently been submitted to the Division at its request. The <br />data obtained from the reference area has also been statistically <br />compared to the areas to be disturbed for cover and production. <br />This data and analysis appears in Section 3.6.2.4.5 of the <br />application. Reference areas for Pinyon-juniper and irrigated <br />hayland are not applicable as per the response to Requirement No. <br />5. <br />MLR Comment: <br />"In reviewing the revegetation plan many areas were not addressed <br />sufficiently to allow the Division to make a finding of <br />compliance. For this reason the following information is <br />required: <br />THE APPLICANT SHALL REVISE <br />FOLLOWING REQUIREMENTS. <br />THE PERMIT TO REFLECT THE <br />REVEGETATION PLAN: <br />1. THE PERMITTEE NEEDS TO REVISE THE PERMIT APPLICATION TO <br />SPECIFY SPECIFIC DATES DURING WHICH REVEGETATION ACTIVITIES <br />WILL BE UNDERTAKEN (e.g. FERTILIZING, MULCHING, SEEDING)." <br />SKM Response: <br />Specific dates for spring and fall seeding have been added to the <br />application. Spring is defined as April 15 to May 30 and fall as <br />September 15 to October 30. <br />
