These additional studies will be conducted on approximately 460 acres adjacent to areas north and west of the proposed mine area and on 75 acres in a 200 to 300- foot wide haul road corridor extending north of the proposed permit area, and connecting with the paved Twenty-Mine Road. In both the proposed mine area additions and the haul road corridor, disturbance will be limited to haul road construction only. Baseline vegetation studies were conducted in the Yoast study area during 1990. The original study area included all potential mining areas and associated disturbance, excluding a haul road corridor. Recently, the mine area haulage road network and a corridor for transporting the coal to the power plant were finalized, necessitating the addition of the above acreages. The vast majority of this additional area includes vegetation types occurring in the 1990 baseline study area. Examples include the aspen, mountain brush, steep mountain brush, alkali sagebrush/western wheatgrass, sagebrush, and mesic drainage types. Several new types have been identified in the added areas, including subirrigated/natural flood irrigated improved pasture, upland improved pasture, CRP lands, and two types on the haul road corridor tentatively identified as alkali meadow and alkali sagebrush/greasewood. The 1990 baseline studies were conducted according to the Colorado Mined Land Reclamation Board (CMLRB) land use and vegetation guidelines with modifications agreed to by Carl Mount and Mat Hayes of the Colorado Mined Land Reclamation Division (CMLRD). A summary of agreements and understandings reached on the 1990 baseline study work is contained in a CMLRD letter from Carl Mount dated May 9, 1990.
