His feeling was that the Mined <br />Land Reclamation Board would handle the review but that he did request <br />copies of the related information. All mining at Blue Ribbon that <br />would take place between the end of July 1981 and October 19, 1981 would <br />involve only a mains development, assuming the technical revision request <br />is approved. No removal of pillars will be involved in this interim. <br />Thus, stipulation 5 of the Office of Surface Mining approval of the <br />current permit is met. The only difficulty that can be foreseen <br />related to compliance to all requirements is one of mining rate. The <br />projected mining rate of 16,800 tons per month does exceed the highest <br />monthly production rate of 1980 mentioned in Office of Surface Mining's <br />stipulation 2. Mr. Bruce Collins, the Blue Ribbon Mine Superintendent, <br />has discussed this with Office of Surface Mining personnel and the <br />reasoning behind the stipulation was related to avoid any new surface <br />disturbance. The mining rate of 16,800 tons compared to the highest <br />1980 month of 12,562 tons would have virtually no effect on the surface <br />disturbance areas as defined in the current permit. <br />A 1 inch = 100 foot map is included to demonstrate precisely where <br />mining would advance to through October 19, 1981 given the advance rate <br />projection of 16,800 tons per month. <br />Because the mine is shipping a raw product with no coal cleaning, <br />there is no refuse related criteria to be concerned with. <br />Very truly yours, <br />I~J ,;e~ a..;. s . ~- <br />William S.
