Discussions were held on June 24, 1993 between representatives of
the Division (Janet Binns and myself) and Peabody Coal (Brian
Dunfee, Ted Bmith and Dennis Jones) concerning changes to the water
monitoring program at the loadout as stipulated in the permit.
After consultation with Dave Berry of the Division, the following
was agreed upon:
1. Peabody will make the following demonstration:
A. Osiaq a cutthroat flume at low water levels in Dry Creek,
Peabody will try to ascertain if Dry Creek is a gaining
stream.
B. Peabody will do as analysis of a composite sample of
newer stored coal and older weathered coal fines from the
loadout, in conjunction with an estimate of precipitation
on the site, in order to arrive at a range of values for
leachate plus runoff/alluvial water that might reach the
alluvium or surface waters of Dry Creek.
C. IIsinq flow figures for ten year high and low flows,
Peabody will attempt to show that any projected effluent
from the loadout could not significantly affect water
quality in Dry Creek or its alluvium.
