C-92-081 <br />Stipulation to Permit: Rater Monitoring <br />ACTION NSSDSD: <br />_ PLSASB CO~TP PLSABS HA~iDLS PLSASS APPROVE <br />_ PLSABS FILE PLEASE RSTQRH PLEASE RSVISfi <br />PSR YODx RSQ088T Y FOR YODx INFORMATION <br />COMl~i'PB: <br />Discussions were held on June 24, 1993 between representatives of <br />the Division (Janet Binns and myself) and Peabody Coal (Brian <br />Dunfee, Ted Bmith and Dennis Jones) concerning changes to the water <br />monitoring program at the loadout as stipulated in the permit. <br />After consultation with Dave Berry of the Division, the following <br />was agreed upon: <br />1. Peabody will make the following demonstration: <br />A. Osiaq a cutthroat flume at low water levels in Dry Creek, <br />Peabody will try to ascertain if Dry Creek is a gaining <br />stream. <br />B. Peabody will do as analysis of a composite sample of <br />newer stored coal and older weathered coal fines from the <br />loadout, in conjunction with an estimate of precipitation <br />on the site, in order to arrive at a range of values for <br />leachate plus runoff/alluvial water that might reach the <br />alluvium or surface waters of Dry Creek. <br />C. IIsinq flow figures for ten year high and low flows, <br />Peabody will attempt to show that any projected effluent <br />from the loadout could not significantly affect water <br />quality in Dry Creek or its alluvium. <br />
