Exhibit 7 attached, is a letter dated October 9, <br />1980 to DCC from the same Roy E. Roper described above. This <br />letter further clarifies Mr. Roper's opinion in his Septem- <br />ber 16, 1980 letter following his receipt and review of the <br />OSM Alluvial Floor Guidelines and the applicable CMLR's regula- <br />tions.
