Box E, Paonia, Colorado B142B [] 303-527-4135
October 15, 1979
Mr. Dean Massey
Mined Land Reclamation
723 Centennial Building
1313 Sherman Street
Denver, Colorado 80203
Dear ttr. ttassey:
_ _ ~rwi
~C I ~ 19i':.

As we discussed by phone, Colorado Westmoreland Inc. (CWI)
has been experiencing problems with its coal shipments to North-
ern Indiana Public Service Company (NIPSCO). toe have been noti-
fied by t•]IPSCO that they have had to shut down the coal receiv-
ing facility for emergency repair. This has caused us to exceed
our storage capacity at the mine. As I explained, this has put
us in a situation where we would have to shut down the mine or
stockpile coal.
We have contacted tor, Scott hiller of the Air Pollution
Control Division and discussed this with him, He has given us
permission to temporari_ly_s.tockpile coal. Additionally, we have
submitted an application to his office for a Temporary Permit.
Mr. Miller has indicated that his office will give this applica-
tion immediate attention.
We have taken steps to assure that sedimentation control
around this pile is adequate.
As you suggested, I think it would be appropriate to file a
Technical Revision on this matter. Unless you have other
thoughts, we will proceed with a technical revision.
Thank you for your help in this matter,
Sincerely,
%" ('~,%~J~~~e-ems
Gerald T.
