of the permit application. <br />Please revise Section 2.04.10 of the permit to describe the vegetation communities <br />sampled and the data collected during the summer of 2007. A summary of the <br />information in Exhibit J is acceptable with a reference to the full report. <br />26. In Exhibit JNP proposes to use a reference area to demonstrate revegetation success. <br />NP provides a statistical demonstration showing the proposed disturbed area and the <br />reference area is comparable. The statistical formula shown on page 11 should be <br />corrected. It is the square root of the denominator. (I did not review the calculations to <br />determine if they were done properly, since the disturbed area sampled is incorrect.) The <br />calculations will need to be redone when data from the correct disturbed area is <br />collected. <br />Northfield Response: Question is no longer relevant since a new study will be done. <br />DRMS Response: Response accepted. This section will be addressed with the vegetation <br />survey. <br />Northfield Response: Vegetation survey submitted as Exhibit J. <br />DRMS Response: NP is proposing to use ajuniper-grassland reference azea and a <br />disturbed azea reference area to establish revegetation success. The juniper-grassland is <br />dominated by One-seeded juniper with an understory of Blue grama grass and Red three- <br />awn grass. The `disturbed' azea community is located in areas that were previously <br />disturbed by several different activities. The dominant plant growing on this azea is <br />Skunkbrush sumac. Bush eriogonum, Blue grama grass, sand dropseed and storksbill <br />were the other dominant plants. To demonstrate revegetation success for cover, <br />production and woody plant density, NP plans to use a reference area. NP has <br />demonstrated statistically that the reference areas are comparable to the surface areas to <br />be disturbed as required by Rule 4.15.7(3)(a) and (b). <br />The Revegetation Success Standards Section, 2.05.4 is lacking some details regarding the <br />reference area and other requirements of Rule 4.15. The Division requests that the <br />information covered by this question be included in the text of Section 2.05.4 of the <br />permit. <br />Please address the following requirements of Rule 4.15.7 (3) and update Section <br />2.05.4 accordingly. <br />• Demonstrate the management of the reference azea will be under the permittee's <br />control and will remain under the pennittee's control for the duration of the liability <br />period. <br />• The size of the reference area. <br />• Management of the reference area <br />• Will fencing be required? <br />
