Findinr, of G~ Sicnifican[ lanact

The environmental assessment preceding [he Ficcini; of t:o Si};aific,~nt impact
identifies certain eacironmeotal impacts that wo.~ld occur from Che 1,b0~J-ac:e
expansion of [he Energ}' fuels mining opera=inn. The r_~iunal and
site-specific EIS on the Energy Fuels mines and IiL:is 1979 em•ironmental
assessment report on lease tract C-'_2644 anal}'zed the irpaces o:` this
proposed expansion, including the adversz imnacts to wildlife. Other adverse
impacts would be appropriately mitigated co prevent hnrre to the environment by
environmental-Protection measures specified in the mine plan and b•:
stipulations [ha[ have been at[aciied [o [he propused plan approval.
Based on the evaluation of impacts in OSP!s en~::renmental assessment, in the
previous BL'9 regional and site-speci`ic EIS, ar,d in BLt4s enivironmental
assessment report, we find that no significant im;>ac[s to the human
environment other [hnn [hose previously identified ,ind evalua*_ed in [he se
documents would result from this operation. Therefore, an additional EiS is
net required, and I am recommending that the surject ~.a;or modification to the
mining and reclamation plan be approved a::u sti,ulacions.

_ lu _
`fsl ~~,~
~~~~:~
Uatc
