~-
Also what are the woody plant success standards? Depending on the extent of
these shrub clumps, there may be some room for negotiation on the 1,000
stems/acre.
6. Page 5-30 (vi) -This section should contain a clear success standard for cover,
production, diversity and woody plant density on all disturbed areas. We will not
approve the permit without this or a stipulation to provide it.
10. Page 5-28 2(el(ii)liii) -The seal mix in table 5-7 is way too a.r. v
According to my calculations there would be 338.17 pure live seeds tZ at this rate.
The final mix should be applied at approximate 50 to 60 PLS/ftZ if drilled and double
that amount if broadcast or hydromulched. The basic components seem okay but
the portions will need to be re-calculated.
The soil salvage and re-application plan appears to be okay. If I understand this correctly
there will be at least 12 inches over all disturbed areas and 18 inches over most disturbed
areas. According to the soil survey done by Walsh and Associates and the chemical and
physical analysis provided in that report, soils in this area do not have any major limiting
factors.
I would suggest that you review the reclamation plan carefully with respect to not
achieving AOC and leaving highwalls and benches. They probably need a variance for this
activity.
I will continue to review the plan until the findings is final. If I come across anything else
unusual, I will let you know ASAP.
If you have any questions, please see me.
AJW/yjb
m:\oss\yjb\carbon
